Month-end fees in deposits

TSYS collects the fees it did not collect daily (statement, regulatory, gateway, the month's discount true-up and similar) as one month-end debit per merchant. The merchant statement prints it as "Amount Deducted". The deposits endpoints return this debit as its own entry with cycle MONTH_END. The external guide covers the response fields. This page records where the numbers come from and how they behave.

The API reads one producer-owned view in the shared database, tsys_transactions.month_end_fee_debits, and the line view tsys_transactions.fee_volume_month_end_items. Both are owned by the TSYS pipeline (ADR-017 in that repository). The API never recalculates the amount; it shows what the view decides.

  • Derived amount: Σ(fee − paid daily) per merchant per month from the TSYS monthly fee-volume report. It matched 83,105 of 83,105 merchant-months of 9398's own monthly ACH history (2021-07 to 2024-06) to the cent, and every 9257 and 6728 monthly file since.
  • Precedence: when a monthly ACH file exists for a bank and month, the file wins for every merchant in it. Merchants that appear only in the fee report for a file-covered month were settled outside ACH and are not shown.
  • Estimated effective date: the month-end processing date plus two calendar days, rolled forward past weekends and Federal Reserve holidays. It held on every monthly file. When the calendar does not cover a date, the date is null and status is unknown, never guessed.
  • Reconciled: false only when a file amount differs from the fee report (variance ≠ 0 in the view). A difference on 9257 or 6728 is also the early warning that 9398's derived numbers may be drifting.
  • Internal economics never leave the database. The fee report carries processor cost and income columns. The views do not expose them, and this API cannot read the raw table.

When 9398's monthly file returns

The pipeline already recognises APPMRCHT.9398_MLY_ACH_DETAIL_*. If TSYS restores it, 9398 months switch to ach_file with the file's effective date, and no API change or deploy is needed. The deposit_id for a merchant-month does not change, so partners see the same entry update in place.

Before this change

The 9257 and 6728 monthly debits appeared as cycle OTHER fees-only entries with a single MTHLY DISC line, under different IDs. 9398 month-end debits did not appear at all. The monthly ACH control totals are now excluded from the regular entry path, so each debit appears once.
